What's the best monitor for the money below 200$

I would like to ask what are the monitors is best for the 200$ and below bracket...

I ask this because I would like to build PC, but I adjust my components that I pick because I don't have a monitor, so I went here asking

There's some bargain IPS monitors by QNIX and Yamakasi that I'm currently thinking about buying. They have around 4ms refresh but, being IPS, the colours should pop.

I understand that they use the same panels as Samsung, etc. Might be worth seeing if you can get a bargain.

i will look into the BenQ, but the retailer only have the GL2460 model it seems like it is an updated model....
(update): it seems that it is pricier here than what I have expected...then I stumbled to the monitor of ASUS VX239H...it cheaper for about 20$...is this monitor of ASUS good...?
