You get 1024 kbitsps, which is 128kbytesps, so getting 120kbps is not bad.

i gave a reply to your idea of throttling (check the previous page), im almost sure that the throttling you describe doesnt exist.
The reason the download speed shows 400kbps at first and then changes relatively quickly down to speeds which make sense for a 1mbit conection (i.e 125kbps and below), is that it is incorrect reporting by windows, try netmeter like i mentioned and you should see this to be the case.

EDIT: I was watching netmeter while doing a bandwidth test on the adslguide.org
Netmeter reported a download speed of 129kbps - iam pretty sure part of that is going to be network traffic.
ADSL guide report gave this
Direction --- True Speed (estimated) --- Actual Speed
Downstream --- 937 Kbps (117.1 KB/sec) --- 1011 Kbps (inc. overheads)
Upstream --- 245 Kbps (30.6 KB/sec) --- 264 Kbps (inc. overheads)
Thats shared between 4pc's however the other 3 are all idle at the moment.
Looks half decent for a 1mb connection
