Have you tryed a differnt power supply or checked the mobo isent shorting out on something?
I had the power supply running in the rig before I did the upgrade so I know that it is all working. It is a 1200 watt nova-tech power supply that is based of a seasonic one so I don't think that is the issues.

Checking just a cpu with 1200w's maybe the problem psu's are ment to have a load on them and just a cpu probably isn't touching it psu's generally shut down when there isent a sufficient load applied to them.
Hence psu's had to change for haswell low power states as thay where shuting down due to very low loads.
I have Never heard that in my life but I could be wrong. :huh:
EDIT: I have herd of the haswell states. But the 3960x Draws quite a lot of power.
Not on a 1200w psu it dosenttry throwing on the video card aswell
Then either the CPU or board are Donald Ducked.
Are they new?
Check the pins in the socket.
I now have a new problemJust my luck.
I could not get windows to install. (10 or 7) I just kept getting a i BSOD. after hours of trouble shooting I got windows to install after turning off all the cpu features. Turning them back on if I turn on speed step or turbo then it bsods. Any ideas? I also then only get a cinnebench score of 850CB in r15.

Have you tried dropping you memory to 1333 and up its volts to 1.65 for testing, I smell a memory issue !
Set bios to default settings, Set your memory to XMP, drop speed to 1333 and up its volts to 1.65, let me know what happens and post your BSOD error.
Got those memory settings to work but I am still getting bsod or hangs on windows loading or somtimes just a restart.
Seem even with XMP sometimes I get overclocking failed.
XMP can fail if your CPU can not handle the ram speed - youve got an enthusiast hands on rig.
So just take things one step at a time and get comfy so you learn you system, this is what the rest of us here actually call the best bit!
Clear your bios properly and start from scratch. Keep smashing settings in and out without knowing what they are can cause totally different issues and you dont know whats failing and whats not.
Set your ram to 1600 with 9-9-9-24 timings at what ever the rated voltage is for your sticks - set the vcore to 1.2v manual and then start from there. (auto means sfa)
