WC a GPU without a full cover block

I have a quick question. I am looking to an NVIDA 960 GPU. My goal is to reduce noise levels. In my view it's always been a "no" because because of the heat associated with the test of card. My question is how safe is it?
 
If you put little stick-on heatsinks on the various components not covered by the waterblock, you should be alright as long as you have pretty good airflow. Tbh, water cooling a 960 doesn't make that much sense in the first place :P
 
Go for it. Just dont think its makes much financial sense to be water cooling it.

As post#2 states, just make sure every component that requires cooling has at a heatsink stuck on it. Good idea to direct some airflow at them too.
