4.75GHz is a great speed for an i7, not a problem at all. And 680's are GPUs, not CPUs. What are you even saying xD

you'll easily run BF4 at 1080p at 60Hz.

you shouldn't run into any issues, your cpu is at a very impressive clock speed and is a good strong cpu.

Im asking myself ... is there a CPU Limit with my System?

When playing BF4 it happends randomly that the whole system slows down. Sometimes BF4 runs very smooth over a long period of Time. Then out of nowhere these Breakdowns kicking in. Speaking in FPS: from about constant 100 Fps to 1-2 Fps in seconds and then it Runs just like before until this happend again.

Try resetting the CPU back to stock levels.

It could be an unstable overclock.

Random performance dips of the entire system. can someone explain this to me? most of the time it runs very well and then suddenly it just collapses. The game keeps running though.

Think not. 4,3 Clock was Rockstable and i get the same Issues

im 80% sure its punkbuster, try updating that manually and see if it helps.

BTW OP is only using SSDs in his system, so it might be worth a try to look into power saving modes etc.
