Does this chip not come with a cooler from the shop?

X99 does not come with stock coolers, Intel don't make any coolers to handle a 140W TDP.

The 6900k? no of course not. Neither does the 6800k etc. The reason? firstly they add weight and bulk and secondly Intel's stock cooler would have seen them throttling to within an inch of their lives.

As I have mentioned before, at this end of the spectrum (IE the bleeding edge) you buy a cooler, that's mandatory.

The R7 1700 has a oem cooler as that runs on just 65 watts.

At some point yes, but you will pay for it. And TBH? unless your name is "stock Sarah" you will be replacing it any way
