how to open a .CT

hey i DL a file thats in .CT but cannot find how to open/use it,i got it for just cause 2 as apparently you can add values to give you money,ammo etc etc,some searched on google say its a registry problem if i cant read it.

lol i only cheat certain games the last one was GTA,but seriosley ive found nothing,just that i might have a corrupt registry if i cant see it
