An average quiet home at night is 30dB.
But the noise your rig makes is above "ambient" noise, the values he is giving are "delta" values which is a better representation of how loud your rig is in comparison to natural noise levels.
That's correct, but then why is background noise added as a measurement when it should be part of the ambient reading?
And unless the rig is passively cooled then 3.3dB above ambient is a crazily small measurement. Using that DeciBel app I'd round the figures to an integer value because I doubt that the microphones on any phone are that precise.
