the new ATi range are less power consuming so im thinking they wud let off less heat meaning you wouldnt need such good cooling? but im probably wrong

What do u class as "special" PSUs? Im guessing that once again i need to replace my PSU

Something like MeanWell s320-12 TEC PSU just to power the TEC. You would keep your normal PSU for your comp.
