6870 sudden performance drop

Alright guys, going to pick you brains for a second because this is bothering me. Was playing BFBC2 and noticed that the game just didn't feel as fluid as normal. Couldn't tell if it was just in my head or something was actually different. Got done playing and noticed that HWMonitor only recorded a max temp of 71*C which is super odd, normally this card runs about 83*C max during BFBC2 play. Opened up the heaven benchmark and it looked awful and was only running at 13FPS! Restarted the computer and for the time being everything seems back to normal, anyone heard of this? This is using a reference design 6870

edit: After doing some more searching it seems as if occasionally some people have issues with the 6870's not ramping up their clocks when entering a game. I wish I would have looked at my clocks but my brain was sort of in jaw drop mode. Seems as most people have an issue when running windowed mode, I do enter BFBC2 through steam and wonder if the steam bar layering itself over the game may have triggered this. Still not sure.
 
I get this with my GTX560 when the overclock with MSI Afterburner is too high and GPU overheats during folding, it will downclock to the lowest clock setting available on Afterburner which is half stock speed. But if the GPU overheats during gaming, it usually just crashes the game instead of downclocking.

My 6990 occasionally has the same issue. one of my GPUs will be at full speed while the other sits ate 250core.
 
correct me if I am wrong but isnt there a setting in CCC that allows you to manually set the clock range??? I might be thinking of something else but iirc I saw it when I had my old 4670 card. It allowed me to set from base to my oc on a slide where I could set it either be full speed or allow it to throttle down if required

I dont think doing it manually would help. it sounds to me his problem is the same is mine, that being that the card is either playing at 2d clocks (around 250core) or low 3d clocks (around 500core).

@OP i recommend downloading msi afterburner and monitoring the clocks when you play the game.
