Why are my temps so high and my FPS so low?

okay so I decided to upgrade my pc, the problem that I have encountered is that my cpu temps are way too high for whatever reason.

The upgrades I have made:
CPU Upgrade : (old) Intel i5-3570 / (new) Intel i7-4790k
MOBO upgrade : (old) ASRock Z77 Extreme 4 / (new) Asus maximus VII Formula
GPU upgrade : (old) AMD Radeon HD 7950 Gigabyte / (new) Asus Strix GTX 980 Nvidia

My PSU is a Corsair ax860i.

Right so now you know what I have upgraded I need some help to fix a few issues im having, my CPU is 40 - 60 degrees at idle (a little hotter than i would like usually my CPU's idle around 25-40 degrees) this is around 0-5 % CPU usage, Since installing my CPU today I have peaked at around 100 degrees on all cores at some point this is obviously too high.
I am using the stock cooler but it surely should not be reaching 100 degrees even with the stock cooler, i have also applied my own thermal compound,I use ARCTIC MX-4.

The other main issue I am having is when I opened a game (CS:GO) and started playing it to test how my system would react to running a game my FPS was a steady 50 obviously it should be higher and once again I have no idea why this is.

Everything is stock out of the box no Overclocks yet , In the bios my current Vcore voltage is 1.072V and my CPU input votage is 1.840V .

Any way you can monitor your VCore while gaming? Just to see if it's throttling, I know the stock coolers aren't great but should be more than sufficient at stock.

Try gaming while running CPUID.

The core voltage goes up to 1.229V when in game and my FPS is locked at 60 for some reason not sure why ??

Is V-sync enabled as that would lock it to 60,

As to the stock cooler, i know they don't cover the whole cpu IHS, could that be the problem?

In game the V-sync is disabled, the only place I would think that it could be locked is in a nvidia preset or something like that but I cant find anything.

I cant imagine that the cpu cooler is the problem, for sure the stock ones suck but they shouldn't be allowing the cpu to get to 100 degrees :/

Open nvidia control panel,
click on 'manage 3d settings'
scroll down the setting until you find Vertical sync and change it to 'off'

I suggest you lock the cpu volt to 1.15 in the bios and run from there, these cpu's on auto are far to eager to overvolt where not needed, and the intel heatsink is probably the same as the one that came with the sandy/ivy bridge series which are designed to run at roughly between 0.900 and 1.110 volts which means the stock cooler has a real issue cooling 1.2+ volts. Those coolers on stock already make a lot of noise and while they keep temps in the high 60's low 70's they are just crap when there is more volts going through the cpu.

Thank you this has fixed my fps issue, now all i need to do is figure out why my cpu runs at 90 degrees when playing the game.
