It's RTM but it's not out for public download (MSDN only I think?). Certain places do have it though.

I'm downloading Win 7 Enterprise with SP1 slipstreamed right now from my MS Volume License portal. 3GB ISO. I can't seem to download just the SP though.
 
Most of us will already have the SP1 if you have being doing updates throughout - SP1 is a consolidation of them all.

There's plenty of new features too. Most of them for enterprise use and virtualization. It's not just a collection of past updates.
