It`s down to the mobo`s power on test, it cycles through the testing of each plugged in prepheril and once all finished ok either beeps with a sequence when a problem is reported back, or `usually` single beeps to say every test has comeback without a problem (which doesn`t mean everything is working ok - just that the reports from the prephs to the mobo were ok). This is VERY manufacturer dependant, the beep sequences are not 100% the same from manu to manu, and I`ve even experienced retail pcs whos mobo don`t beep at all.

If you put an IDE or floppydrive cable in backwards (something to particularly look out for if you don`t use/have cables with one-way slots on the connectors - or a stupid drive socket that has a full bank of 40 pins and a notch top and bottom, which I`ve seen before), or the cable simply isn`t on properly, the mobo can wait infinately for a message to come back from the drive that it understands.

The usual tell-tale sign that u`ve done this is that the led for the device concerned is constantly on when you power up and get no `life`. But as with most things pc based, the lights being on and getting no `life` can be something else. LOL!!

Thing is the fans usually run anyway. >.<
