New Build : problem with over powered USB

Hi, I powered up a new build and it doesn't get to POST. It gives me an error about a over surge or over voltage USB thing then shuts down in 15 seconds. I tried to jump and clear CMOS but still gives me the error. I think i will try to unplug all the USB devices and see if that workes... any other suggestions?

Sounds like too many self powered devices attached to the USB ports. Try your first suggestion then we can go from there.
