Can you not tap F8 before booting into windows and then go to either system restore or "use last known good configuration"

dont think system restore is avaible at that point. not to sure.

You could try and "find" a program called ERD Commander 2005. You burn it to a cd and then boot from it. It ties itself in with the installed operating system and allows you to use system restore. even on a machine that isnt bootable.
