Forget 3.8 ghz , Some fellows just broke the 4 ghz barrier on an Fx 55 . And btw , an intel would have to be heavily overclocked , like upto 5 ghz just to equal a mildly overclocked FX 55 . So NO intels do not walk all over AMD nor do they piss over them. The 7.2 ghz Intel record was done only while making into the Bios. The highest stable windooze boot was somewhere around 6.2 or 6.4 ghz IIRC .
Intel's forte of doing good in Media Applications isnt saving them anymore , the A64s are kicking their asses most of the time if both are at stock speeds and while comparing equivalent processors . The only place where P4s are still going fast is benchies like winzipping a big file , or converting a full CD of media or stuff like that. Proffessional Media Creators are still performing faster in AMDs among the higher processors.
So i dont know where all this junk about Intel beating AMD is coming from
