GPU prob in a friend's build

So I made a basic gaming system for a friend of mine but I ran into an issue with the gpu.

To begin with these are the specs:

Fractal design core 1300 case
Intel 4460 cpu
ASRock B85M pro4 mobo
8GB Crucial Ballistix 1600 ddr3
Sapphire Radeon R9 380 4GB
Corsair CS550M psu
Noctua NH-U12P se2 cooler
Seagate 1TB hdd
Samsung 850evo 250GB ssd

Everything has been installed but the problem I'm having is that the gpu isn't giving any output (using dvi port). Onboard graphics work fine and both fans on the gpu are spinning as they should be. I also cannot install the gpu drivers that came with it (amd catalyst etc, also tried the newest driver I found on the web, 15.10 beta if I'm correct). When I try to do it, I get an error mid install and it aborts. No unknown devices can be found in device manager either.

Any ideas what the problem could be? Yes the power cables are all plugged in and I'm sure 550W should be plenty for this system.

One other thing I noticed is that the seal on the box was broken and the card showed some minor scratches all over the shroud, giving me a rather clear indication it is a refurb. My friend did not open the box prior to giving me the components, I checked it with him.

sounds a lot like DoA card..
but have you plugged in all power cables that need to be plugged in to the gpu. and although it really shouldnt be needed in this day and age.. have you checked the bios to make sure that pci-e is a bootable display device.

Yes I have connected all the cables, 2x 6pin. Can't find anything specific in the bios regarding the gpu like I can in mine
 
just a thought does it have a bios switch on the card? if it does try it in a different possition and if that works re flash the bad bios block afterwards.
 
Thanks for the suggestions guys, will have a look first thing this afternoon when I get home and report back with the results

EDIT: Card is doa for sure, rma request has been filed. Tried the second pcie slot too but to no avail. Now during testing both fans start spinning, then stop after a few seconds just to start spinning again at different intervals for both fans. When the card is connected, the integrated graphics don't do anything anymore either, they do work without the extra gpu though.

So the store he bought it from has replied to the rma. According to them the card is working perfectly fine during their tests. They say it's normal for the fans to give a 'small tick' in 2d modus and they spin at full speed when the card reaches 60°C.

A small 'tick' is not what I saw during my tests though. They each spinned for a few seconds, both stopped and then repeated the same sequence with different intervals while the card gave no output and was not detected in the bios. Sounds funky to me if they say it's working fine..

Anyway I asked for a refund and will be looking for another card, I don't trust that one anymore :p

Sounded like you needed to clear the CMOS. If they have tested it and it was fine it was an end user fault :/
