I haven't heard anything about that card in particular but it's Sapphire so it can't be too bad and for that price it's a bargain.

my bro has stock sapphire HD 5850, and they are Very noisy.

i expect this will be the same, or louder!!!

but with that said, sapphire are a very good brand. i have two - a 5850 vaporX and a 6990

That's a bargain, no gpu in that price range can beat it or come near it, the cooler shouldn't be loud as it looks like the same as my 6850, gets loud when the fan speed is 70%+ but never goes above 45%.
