Which 140mm case fan?

Can you recommend a 140mm fan for case. I will be using fan controller therefore I don't need super quiet fan but also not super loud.

And I would buy 2 for intake and 2 for exhaust.

Right now I am thinking of buying these fans

Bitfenix Spectre Pro 140mm

or

Prolimatech Blue Vortex Blue Wings 14

My budget for each fan is about 20$

Well Corsair just came out with some fans if you're not going to be using them on a rad which I'm assuming you're not look into the AF series I'm not sure how good they are but you can probably find some demos somewhere.

I'm running 3 140mm Bitfenix Spectres (black) in my case at present and have to say I am impressed.

Do they need to be LED fans or not?

It is not necessarily.

For now they are not available at local stores. But on paper they looks good.

Bitfenix Spectre's and Spectre Pro's, Xigmatek XLF's, Be Quiet Silent Wings 2, Fractal Design R2 (not sure if they're out yet), Noctua NF-P14, Enermax T.B. Silence, Aerocool Shark, Prolimatech Vortex are all good choices.

I would look at either Bitfenix Spectre's silent at 12v, Spectre Pros shift more air than the Spectres but audible at 12v or Xigmatek CLF fans again audible at 12v but at 5v/7v completely silent. The Be Quiet fans are also very good but don't have LED variants. I know you mentioned using a fan controller so any noise at 12v can be reduced.

May be I will go witch Spectre Pros as intake because they have more focused airflow than other fans due to "special" frame and for exhaust I will take Xigmatek XLF or Prolimatech Vortex.

specters are amazing and are superbly quiet, i have 2 120s and a 230mm and cant hear any of them at 12v

Whatever you do, don't go with Noctua's 140mm fan. It sounds like a hairdryer at 12v.
A slight exaggeration, but it's really not quiet at all.
