Whats this foust!?

i was assuming as its still water some microbes can survive and moisture might of got into the loop. thats was my thinking anyway.
 
I wouldn't have thought you would get limescale in the loop unless you'd either used tap water as a coolant, or you'd used tap water to flush components, and not rinsed it well with distilled water afterwards. I'd scoop it out and see if the problem persists.
 
Looks like it is good old mould, in the spot it's in is ideal, warm and damp, with no water flow to move it. It might have got there when you rinsed your res and before you filled it with the pre-mix. It probably left some kind of nasty behind in that flow dead spot.

I think you'll be OK to scoop it out, and try and get some of the coolant into the corner where it was, that should ( Well maybe ) kinda disinfect that spot, where the fousty stuff was lingering. Or to the extreme drain and use the coolant you have to clean it, making use if the additives, and buy some new.
