What's the best card for 100$ or less?

I'm currently playing CSS with a Nvidia 7350LE and I get a pretty decent 80-100 fps, but when I get near smoke it's a whole other deal. My FPS dramatically drops to 30-40 FPS.

One of my friends also told me my processor wouldn't be able to handle a better graphics card so it wouldn't help even if I bought a new one. Is this true?

Processor: Intel Core 2CPU 6420 @2.13GHz
