Video, game and audio stutter high latency

Hi guys i'm not sure if i am posting this in the correct place but for a while my PC randomly stutters in game videos and audio. I have done numerous things to fix the problem such as:
reinstalled windows 7 64bit
reinstalled certain games
disabled audio and network drivers.

My specs:
AMD Phenom X4 955
M4a88td-v evo/usb3
Zotac Gtx 670
Corsair HX 750
Corsair Force 3 120GB

I would very much appreciate any help and would like to know if I switched to Intel would these issues cease.

If you are mainly using it for gaming a 3570K would probably be the way to go as you will need a new mobo even if you stayed with AMD and to be honest I would struggle to find a reason to buy any of their latest cpus...But yeah your current cpu is probably holding your 670 back, if you check the CPU usage % it will probably give you an idea.

I ran latencymon and it is showing up as a driver issue. I am sure a new mobo and cpu would fix the problem but I am sure that all my hardware is fine.

Have you updated the drivers? Have you virus scanned anything recently?
Your 955 isnt holding your 670 back if it has a half decent OC.

what games and at what settings?
dialing any of the settings back does what? better? worse or the same?
HDMI, DVI or display port connection?

OK i am updating the drivers atm. I am using dvi for monitor and HDMI for tv.
Also i ran latency mon and it is showing high latency.
