setting up qos for multiple apartments

I'm setting up internet for building with multiple apartments, local gigabit lan, and single businesses internet connection. Most of the time there will be only one user online but I need network to automatically balance internet bandwidth between multiple clients when necessary.
Can Ubiquiti Networks Edgerouter Lite-3 be used for that?
 
Yes it supports everything from FIFO through to FQ-CoDel.

I hope you are aware there is a lot more than just chucking in a decent router and hoping for the best. A lot would depend on the overall network structure rather than having just one device controlling everything. How many devices would be connected to the network?

I don't really know, network is configured like a line, single cat 6 cable runs from basement to top of the building, it passes to each of 5 apartments. I terminated the cable and put a switch on it in every apartment.
 
Depending on the switch etc used for each apartment, there are several issues you can face. Personally I would have run a single managed switch to run each apartment terminating at a wall socket or if multiple devices are to be connected, then to a router WAN port separating each apartment having their own networks. (Also making it easier to control exact throughput for each separate network).

Dependant on amount of devices connected and whether or not you require a "Single Network" to serve each apartment or separating them is how you would best set up a stable and working network.
 
I hope your seperating each appartment and your buisness with vlan's, if not then thats one hell of a privacy issue you got going on !!

VLAN 130 -----> 1 Managed switch -----> 1 x Edge router lite / PfSense -----> Wan
VLAN 140
VLAN 150
VLAN 160

ERL 3 for 90 euros is more powerfull than some of the top end Cisco Routers I configure at work every day that can cost 50 grand a peice !

Give me a shoult if you need help with your conf :)

I'm new to networking, sorry for being a n00b. This is exactly what my clients told me: "We want someone to be able to use full bandwidth available if no one else is using internet, but if there are multiple users, each should have usable connection for streaming videos, online gaming, skype etc...".
ISP is providing 100m down and 20m up.

Actually they asked me to configure it as single LAN. There aren't any Businesses, only private apartments, people who live there know each other and are splitting isp bill.

Would they all be comfortable with the fact that if they are all on the same network their devices are potentially accessible by anyone else on that network?

They were sharing wi-fi before wired network was in place, so I guess they are ok with that.
Unrelated question, if I put consumer level ruter after the switch in one apartment would it isolate it from rest of the lan?

Any router with an RJ45 WAN port will treat it as a internet feed (Before built in modems this is how ADSL/VDSL was connected to the router).

This will separate it from the network. However be aware that all anyone would have to do is change it to one of the standard LAN ports to gain access to that network.

A standard router will do its job and route, your idea of putting a router in each appartement will not stop devices on different subnets from communicating and this would be very expensive.

The cheapest way and the way hotels and businesses provide guest access is by using vlans from a centralised point.

Cheap, effective and manangeble.

Yeah but this particular network has "line" config, it would need 4 mana. switches to make it work; But it doesn't matter anyway, my clients don't need it.
