SuB totally agree about rescue dogs. my little girl until 2 years ago

The dog next door but one woke me up for the second time in a week last night just as I was going unconscious, that pisses me off! Should I ring the council again because she's done jack shit to prevent the nuisance since they last wrote to her.
What time was this mate? and was it consistent barking?
If it's just one or two barks and it's just bad timing, it's not really fair to have a go about it, dogs need to let off *some* steam mate. I assume your windows are open for you to hear this that it bothers you so badly?
You seem very sensitive to outside noise it must be said?
Maybe it's worth just going and talking to the person involved? I know if someone had an issue with our boys' noise I'd rather they came had a chat with me, and let me know what times to avoid, instead of getting externals involved unnecessarily.
When our boys play-fight it sounds like a dog fighting pit, Timmy the rescue has a really deep, visceral grunting growl for his play voice and it sounds horrendous, we honestly though he was savaging the other two at first but it's just his voice, he talks to us like that as well. It sounds super aggressive but he's such a baby, it's just the noise he makes is all. We do our best to keep it down at sensitive times of day, but when we get home from work they need a mad 30 minutes of what we've called 'zoomies' where they just go nuts, but after that we don't allow it. (If you want to know what zoomies are, YouTube for whippet/greyhound zoomies it's great.)
Around 7:30 Timmy has another 'zoomy' session where he just uncontrollably starts flidding, jumping around and just needs to burn off some buzz, it's hilarious to watch but can be very destructive in the wrong room... we obviously make sure this happens indoors to begin with because otherwise it would annoy people lol.
I'd honestly just try and talk to the people who's pets are annoying you, make compromises, e.g. can the Dog be out at different times to burn off it's energy instead of when you're likely to be trying to go to sleep (even if it's slightly later, which would probably not wake you up etc).
Edit: Obviously if they're just leaving the dog all the time as you mentioned before, most of the above does not apply... I'm just trying to give you a loving pet owner's perspective.
