if you're not overclocking AT ALL, then the ivy lineup is cooler than the sandys afaik. even if you overclock the 3570k for example to 4.2/4.4 (about the max without upping voltage), the temps stay very reasonable. it's only when you overvolt that it gets a bit ridiculous.
since you asked for recommendations, i would recommend not spending the money on such a beast cpu cooler if you plan to keep speeds at stock. i'd also buy a non "k" chip, so that you pay less for the same performance. i'd then buy a cheaper cooler like the hyper 212, or stick with the stock cooler, depending on how hot your country gets
. might even be adequate for a moderate (non-voltage increased) overclock!
i'd only get a premium cooler if i were getting a "k" chip and planning to go to 4.5 or so (on a 3570k), although even then the IBs don't actually output a lot of heat, they just get hot because they can't transfer heat very well to the IHS past a certain voltage. essentially hyper 212 is a very good choice for the IBs.
