New rig possibly?

Aight, so i was hoping to make a rig in the near time if i find a job somewhere in another country during summer. (will probably take me few years since i live in shitty country, but i dont mind waiting even 10 years to make my first rig) ^_^
So i was thinking of making some rig, that possibly wouldnt ask for a lot of cash, i wanna play Dota 2, CS GO, Dying Light, Nba 2k15, UNS 3 FB, The Witcher 2, etc, so not totaly high end games
My current dead specs are:
AMD Sempron 3100+(stock cooler)
K9Neo v3
1GB RAM(2x512mb(Kingston+Samsung)
Asus Extreme AX550 Series (256mb)
80GB HDD
Case- unknown

Should i fix this dead rig in the meantime till i get the cash for new one? And what would you suggest me? I was thinking something like:
FX-6350
Gigabyte 990fxa-ud3
8GB RAM 1866MHz(2x4GB Patriot Viper blue)
R9 270X Powercolor PCS+ 2GB
1TB HDD Barracuda
Cooler Master Evo 430
Chieftec 730W
Also if someone has some old parts that i could buy off it would be great, like i5 2500k, some oldie GPU like 6950, 7770,7870 etc. So i wouldnt need to buy new ones, with like 20% higher performance, but basicly no performance in games i wanna play, my max would be 1080p probably, wouldnt mind playing at medium, or even high

Also, if i fix my PC, should i go with win 8? Ive heard its much faster than xp and win 7, and with old rig, its the most important thing xD
Il also post some pics of todays cleaning after 2 months since the rig died, if its dead, doesnt mean it doesnt need cleaning

Before we all help.. whats the point in speccing a rig out for you when you aren't going to be buying all the parts till late summer?

Also we can't help out without any additional information. Such as budget, keyboard/mouse need, needing OS, monitor needed, etc. Need to provide this so we can have a starting point.

Just a rig, no mouse/keyboard, no OS also needed, would like a recommendation on whuch one to put though, and if i find monitor needed later on il just get one
I still got the square on, should be fine for my needs
Games wont change much till summer, allthough it may happen that i buy a new rig even after summer like in 2-3years if the job thing doesnt work out, medical bills are pain in the arse mate
I wanted to know if this is the best rig for that ammount of cash, also should i fix my oldie till i get newie? And what OS to put?
