New Asus P5B Deluxe is a non booter? Anyone observe this behavior?

Well its dead again... And this time it really feels DEAD. I can't even get it to kick on the fans/lights, etc. Much less begin the POST process.

Looks like condensation around the phase caps power fets could be causing the problem this time, i noticed a bunch of frost when getting up close with a flash light, also noticed some water around the top edge of the mobo. My added insulation on the back of the board looks to have actually killed the effectiveness of the included Vapo heater thus resulting in condensation, booo!
