Need something small and cheap

Hey everyone, i need to build my cousin a good but cheap machine, he is not a gamer and does not intend on using this pc for anything too intensive.

What he asked for is something cheap, and all he wants it to be able to do with NO lag is be able to watch blu-rays and web-browsing.

So i need pretty much everything except a PSU (i have a HX650 which i'm gonna give him, it should be overkill for him)

So what do you guys think?

(also he didn't ask for this, but I would prefer to build something that would be upgradable in the future. So i'm thinking a cheap 1155 build or maybe AM3? but not sure)

for a total of 472 and then if more graphics are need i can get him a AMD 6000 GPU which should set him up even if he ever wanted to do light gaming (which he doesn't seem to want, he's a PS3 guy

)

thanks for the reply, the hx650 is just there cuz i have one

as for everything else its good? because i was think maybe an 1155 set up (same general build, but change the mobo and cpu) but i don't know what would be good :S which would you recommend intel's onboard or this apu?
