how do you mod maps/programs and stuff or do the coding things? do you have to download special programs or does everything you need to do it come on your computer already?

It depends entierly on exactly what you want to do.

Modding for games is often done through Editors such as hammer (for hl2) and ES4 Construction set.

Programs they reverse enginer, clean room or just plain hack.

The easiest way to get a grasp of how to make simple programs and the like is to start with MS Visual Basic and then work in to the other coding suites (ie. C++ and the likes).

C++ looks like a good place to start. I bought a few books on it and I find it very interesting.
