Laggy Frame drops and high CPU usage.

hi all, (this is the second time of typing cause i accidentally click the "go back" button on my mouse.)
i was editing a video for the college promo video in premiere, just starting off editing, and while editing, ever since i started, i have noticed that the footage can be supper laggy and frame dropping to less that 10fps at times, and on other times, when it cuts to a different shot, it wont play the video all together, it just plays the background music i added on a different layer. i am using footage the a recently converted from MOV to MP4, so could it be something wrong with the footage. if so. how do i fix it. sorry if i miss some stuff, i dont feel like typing it all again. :)
also, when it does lag, i do see spikes in CPU usage into the 90%, but it i time scroll(can remember the proper term) across and back onto the clip midway through, it works fine, and sometimes when i time scroll away and back to the point it will transition fine. i dont get it. pelase help.
if you have any more info you need i will reply ASAP.
Thanks in advance.

Honestly? You need more ram, like 4x that much if you want to preview stuff in video editing software fella.

Loooads-o-ram :)

Ask him first to check his ram usage peak during video editing, and then decide if he needs more ram.

I was editing 4K footage in sony vegas with lots of effects and 8gb ram was far more than enough only 3/4 of my ram was in usage. could be his hdd too

Its an adobe product, it'll be some bug or another imo. Ram is a little bit on the low side for it but I'd be surprised if that was the issue.
Pretty sure vegas isn't in the same league as Premiere pro. Don't compare them.

as a premiere user, and an after effects user.. believe me fella you need more than 8gb of ram on the new ones. it eats it up.

But yes, it would be good to check it, make sure it's configured to use it properly within the premiere settings etc..

Scratch disk could also be an issue as above, but that's usually for rendering if I remember rightly, when you're using the timeline stuff I believe it's mostly ram.

ok, my ram doesnt peak out when it lags. instead, my CPU is peaking in 90%'s when it lags. and this is 720p footage, and it even happens at 1/4 quality. also, i am sourcing it from an SSD.

it is leaving 1.5Gb of ram out of 8gb for other Applications
i just tested it after rendering the work area, and it still have to problem. and when it lags, the memory is around 50% (same as when it doesnt lag) and CPU is around 40%

and is it getting to the point where it's using what it's been assigned?

Honestly fella 8GB isn't enough for vidyah stuff :) especially not in Adobe software

it's a RAMinal

but but but, task manager says its only using like 1.5Gb and its got loads left, how can i fix it without new ram, like it doesnt do this on other footage.
well, footage that i record on my PC, with Shadow paly, that works fine, last time i checked.
OK THEN: tell me why when i try and render work area, it wont render past the footage that is being laggy, the other footage is fine, its just that one piece that is bad so far. and it wont render past that footage, it says the was an error compiling footage.

hmm see now it sounds different.

I misunderstood your previous post it sounded like you were saying it LEAVES 1.5gb of ram, not it USES 1.5gb.. (well that IS what you said but we'll leave that there :P)

Where's the source file from that's giving you issues? How big is it? Codec? Bitrate etc?

Format: MPEG-4
Codec ID: mp42
Overall Bitrate: 35.0
Video Format: AVC
what else do you need. im trying to convert it again, see if it can fix it some how.
