Technically speaking, any memory speed over 2666MHz is an overclock on that platform, so 3600MHz speeds are not guaranteed on your processor.

Your ram shouldn't need more than its XMP voltages to run at its maximum speeds. Your CPU or motherboard could be holding you back.

Are you running your motherboard's latest BIOS? If not, check ASUS' website to see if any new BIOS updates list memory stability improvements in their release notes. If not, you may be stuck at your current speeds.

Perhaps you can XMP to 3600MHz and then use a clock speed like 3400MHz to 3466MHz. Assuming that you haven't tried that already.

It's also worth noting that with a HEDT platform, you have four memory channels and if all those are loaded, overclock potential is generally more limited.

Der8auer said that 3600MHz is maximum for that generation of CPUs without some serious professional tweaking. It may be that the memory controller on your CPU is not of the highest grade and also TUF x299 is a very low-end motherboard.

It won't make any noticeable difference for you to run 3600 memory. 3200 is fine for everything on that platform.
