GPU being downclocked - restart fixes

Running a 750 Ti with Afterburner-power OC to 1350/5800, but occasionally the speeds got locked to 450/450. A restart fixes it. Running the latest drivers, and the latest Afterburner.

Any ideas?
 
Does this happen in-game or out of game?
Sounds like mid / low power states when you're not doing demanding things?
 
Try removing AB and reinstalling drivers first

you need a clean sheet to work out whats what. It should reduce the clocks organically but not get stuck there
 
The clocks do fluctuate normally in-game - for example, Doom 3 never pushes it much past 1000 core. The fault is a lock to a constant 450/450 in-game/bench; Heaven basically turns into a slide-show.

I've read that disabling low-level hardware access in AB can fix it, so I've tried that first.
 
Have toy tried as Tom advise? As it certainly seems more like a software issue. Also remove MSI AB using a program called REVO installed, it's free and can help remove the application completely.
