gaming/rendering rig for a friend

hello a friend of mine wants a custom rig that will last for a while the total budget is 4000$ it will be used for gaming and rendering he will have 3 monitors later

Where do you live? In Australia? If so then the $4000 budget makes sense since your country has very expensive electronics.

i don't see why you would need to spend $4000 on a rig without proper watercooling setup
my suggestion, didn't include OS, fans, LEDs and that stuff
