Flash / GIF creator wanted

Really need someone to give me a hand with an animated logo for my site, Ive had it done once but I need a small flash(swf) or gif file max of 40kb for the header on my new site, I know exactly what I want and how it needs to move but need someone with the know how to do it for me?

I need help animating my 'C' logo as I was it to spin in the header on my new website.

The C needs to spin to the right and the TTL inside all need to spin on there own axis to the left. Animation needs to be 2secs long and we will just make it loop, and what I need in the end is a swf file thats 40k ish and it have a transparent background so I can overlay it.

Sounds like a job for sony vegas which then is imported into photoshop and exported as gif.

Sony Vegas wouldn't be very useful for this.

Adobe Flash or Photoshop will do it fine
