No the GTX 680 isn't worth the extra money unless you absolutely NEED the best.
To answer your overclocking question I will firstly say that I own two of these bad boys
and that they are factory overclocked to 1085MHz boost clock on the core and 1552MHz on the memory.
By increasing the core voltage to 1,175V I managed to overclock the core by a mere 23MHz and the memory by 230MHz getting a boost clock of 1108MHz and a mem clock of 1782MHz. With that being said I would also say that once the GPUs gets stressed the kepler boost ramps the core clock up to 1238MHz
This is however with the cards running in SLI. You will probably get a better overclock if you run a single card.
