ever changing cu speeds

why is it that the cpu speed keeps changing is this normal?

sometimes it reads 1350MHz other times 2.7MHz.

this is the new pc i just built i'm wondering if i'm not getting the full std potential from my system? specs as per my sig.
 
It will be the CPU's powersaving features. When the CPU isn't being fully used it will lower the speed to save power. But when you ask for speed it will give speed. ;)

You can turn this feature off in your BIOS to implement the full power of your CPU at all times.

Enter BIOS by hitting F2 or Delete during boot.

There will be a setting in there to turn off speed stepping.

Do a quick google on your motherboard to find more refined steps if you are not confident to play about in BIOS.

I leave speedstepping on on my laptop as it saves some power. All that is noticed is when you try to do an operation that deactivates speedsteping to use you full CPU power you see a tiny stutter. Nothing much but i noticed it.

As for on the gaming rig i turn it off in BIOS.
