So I am attempting my first overclock atm with tom's guide. I'm running both cpu-z and occt, and occt is showing different core speeds then cpu-z.

cpu-z is showing the overclock and not the stock settings, where as occt is just showing the stock speeds, which 1 do I believe?

also my current overclock is i5 4670k @ 3.9ghz, 1.1v and this is what's actually showing in cpu-z

also bios is showing the same as cpu-z

Your Bios is what you should trust the most. CPU-Z will be pretty darn spot on with the bios settings and that lets you know that you are getting a correct output in CPU-Z.

Should also get HWMonitor. Its made by the same people and informs you on much more than CPU-Z will.
