CPU isn't running at full speed

Heya, for laughs I wanted to see if my computer could even fold. So I downloaded gpu tracker and started folding on my cpu for about 3 days 24/7. Only completed about 4 WU at about 130 ppd. (I guess my gpu is too old, nvidia 6800 ultra). So today I noticed my cpu isn't running at full speed even under load. I went into the bios and turned off speed step. Its a dell xps m170 laptop, so there are really no options for adjusting anything cpu wise, except speedstep. I'm not too worried about it cause its only a 2.0 ghz cpu (its on my siggy)...I never would have noticed if it wasn't for cpuid. Just curious though.

Only thing I can think of is the power saving options. However I think laptops are just created like this, they don't run at full speed (unless necessary) to conserve battery life and reduce heat. Try running a program that will stress your cpu, then see if it runs at full speed. I wouldn't be be too concerned though, my cpu does the same to reduce unnecessary heat.
 
I found the problem, the power adapter in the back was loose...what the eff! Weird, popped it back in went up to its normal 1.9ghz. Thanks for the reply.
