CPU fan keeps stopping

And a loud buzzing sound goes off... then it cuts back in again.

It's an intel stock cooler and fan.

Is there a setting in the bios I can change to a) stop it cutting out ?

It would depend on the motherboard in question, some have a setting for thermal management to control the CPU fan if it deems it cool enough.

It would usually restart the fan before the machine complained about the temp rising over an emergency threshold and sounding an alarm, however.

So if the chip is cool enough the fan cuts out?

Is there a way to stop the alarm / buzz if this is the case? Not too sure I like the idea of the fan turning itself off. System is a P35 DS3R and a C2D 2160 clocked to just under 3gig. Temps are just under 30 idle and mid 50's under load.

Speedfan doesn't seem to allow me to adjust the fan speed either. Is there a better fan application?

Some motherboards do, it looks like your BIOS may also do.

According to Here, I can see a Smart Fan Control Method, which I'd try disabling to force the fan to run without being controlled to see what that does.
