The bottom fan will need it for airflow.
I don't know much about this stuff but I'm a pilot and I know that 'dirty'/disturbed air through a propeller/fan is noisy.
This is why a 'pusher' aircraft (with rear propeller) is noisier than a normal one with the propeller at the front - a pusher gets 'dirty'/disturbed airflow from over the wings/airframe.
If your bottom case fan doesn't have sufficient air clearance I reckon it will substantially add to the dB your case pushes out.
