its an lcd screen mefinks but those fan connectors make me think its a fan controller so it could be both.

ime guessing the manufacturer is matrix orbital and ime guessing an mx213 or mx232 but is kinda hard to tell from behind especially when there is no guidline to how many lines of display it has
