its about the air you can get in to the psu.
you can get colder air in to the psu from ooutside the case near the floor.
but carpets trap dust and some of them are fluffy. filling your psu with dust and fluff is not good.
In an ideal world youf psu would be fan down and have great access to nice cool unrestricted air flow.
Carpets however will restruict the air fl;ow and cause dust and fluff to get sucked in to the psu.
So you either want to put something like wood under the pc. or just decide its better to have slightly warmer air and expell some of the cooler air that was going to help cool your other components from inside your system to cool the psu.
its a matter of you mount it the way that is best for your setup..
many people mount fan up just because they think it looks better..
