A manual Set voltage will keep the voltage at that number all the time IIRC. To have it go down u need to use a offset OC which 'can be' a tad harder to get stable.

To have the Ghz go down when idle u need to keep ur C states enabled, again they can make stability harder to obtain.

Windows performance options wont affect it. I run at high performance and have CPU minimum and maximum states at 100%, but it still allows it to idle becouseo f the BIOS C states and offset OC.
