I cannot access one PC from the other. I get a message saying something along the lines of 'you do not have permission to access this option, contact your systmem administrator. Network path not found' At the moment py PC gives the old (not responding) and then kills explorer, im so confused :S

Are you logged in with your admin account or normal user account, seems like normal account to me To install programs or sys settings you need admin rights. Check your account to make sure you do have admin privileges in control panel user accounts.
