Windows 8.1 install stuck

Hello guys
Well I another problem, installing windows 8.1 and it's been sitting at 0% and has been for about half an hour.
Is it normal?
Certain that it hasn't crashed or locked up.
Any ideas what's going on

I am using the windows upgrade thing, I downloaded the exe file from a link they sent me.

I am trying to install 8.1
