Will my board use PCIe 3.0 if I install an IB CPU....

Someone correct me if im wrong but im pretty sure your 7970s wont be held back by PCIe bandwidth so I don't think it will make a difference.

This is correct. A PCI-E 3.0 GPU can run at 2.0 speeds and it will NOT suffer any performance drops at all.

It's like running 2 GPU's in XFire or SLI on a board with PCI-3.0, both cards run at x8 speeds which is the same as PCI-E 2.0 X16, so it'll perform exactly the same in Gen 2 X16 as it will in Gen 3 X16

However, if you were to put an IB chip in i do believe PCI-E 3.0 would indeed be enabled (i think), but you will need to update the bios

In the CPU or GPU's? There's no point whatsoever going from a 2700K to a 3770K, waste of money imo. As for the GPU's i doubt you'd see a performance increase at all. They'd basically be running at PCI-E 2.0 X16 rather than X8, so i'd expect to see no performance gains
 
In some games you may see upto a 15% (often there is no decrease though) fps drop when populating pcie2 x8 slots with pcie3 cards. Considering this is a xf/sli situation - the fps will be so high that you won't notice this even in extreme cases. I wouldn't justify getting a new cpu for that.

the gain from pcie 3.0 is so marginal right now its not worth to buy a new ivy bridge processor if you got sandy bridge,

definetly buy something else with yo moniez
