The Cougar Vortex fans are pretty good case fans, around 76CFM and only 17.9 db.
BitFenix Spectres are also good fans and practically silent. I don't think you can say one company makes the best fans though because there are different types of fans for different situations e.g. Deltas, some companies are better than others though.
