You can either buy it outright or rent it.

Its well worth the money because the support is excelent, and you get access to all of the modifications and other bits on their website.

I use Invision Power Board for my paintball forum and it's the closest free mimic to vBulletin that I could find. It's a very powerful system, i've been very impressed thus far with it!

Yeah PHPBB really does lick gigantic ass... It works well if you just need a very basic basic forum that you don't want to expand.
