No it dosn't, it will only cloud if the parts in your loop are not clean. Bottles of distilled are on shelves for months at a time and not once have a bought a cloudy one lol.
Di-ionised water is pretty much the same and much easier to get hold of. Battery top-up water, again is along the same lines. All use different purification methods but the end results is 'pure' water (or as pure as it can be).
I use di-ionised or distilled with a 1 or 2 of drops of iodine. Remember that the more 'crap' (dyes, coolant etc) you add to water the less cooling properties it will have and the bigger chance of tubes, blocks and reservoirs becoming stained.
