Weird resolution problem (Windows 8.1)

I have a weird problem where resolution in windows is set to 1440x900, and windows explorer runs at correct resolution, yet most of the programs run at different resolution. restart usually helps. my gpu in gigabyte gtx 570 with 335.25 drivers and windows 8.1

Thats windows 8.1 for you, mate. Try to disable DPI scaling. Just google how to do it. Its fairly simple. Tell me if that helps :D

You can change this system-wide at:

Control Panel\Appearance and Personalisation\Display

Choose the option to 'Let me choose one scaling level for all displays' (if present) and choose 'Smaller - 100%'.

Before doing this I had the odd situation that windows changed to being scaled when I dragged them between displays.
 
I have changed the dpi to 100% straight after install. Its not the problem with dpi settings, i can see that some of the programs run in lower resolution than set in windows because they are blurred. seriously wierd, and yet whats wirder is that resolution is running within resolution

Same thing happened to me and all I did was disable DPI scaling for the individual programs like this:
